I am informed by AdmiralJerram that he is buggesting that the naval wireless station should be retained in "Tamar" as the ship is within the harbour defences; he considers this essential in time of war. Government of Hong Kong if this is approved, is prepared with your sanction to undertake the construction and maintenance of commercial wireless station at Cape D'Aguilar.
